I have the honour to acknowledge receipt of your letter of the 11th instant, authorising ... to incur an expense of about £400 in preparing the usual working drawings and Specifications, of the Buildings and machinery, for the Mint of Hong-Kong.

In compliance with your request I have forwarded to the Agent General the accounts already incurred, amounting to £129.7.10, several of which have been already paid by the Master of The Royal Mint & Mr John Graham, and in future all bills of expenditure shall be forwarded to the Colonial Office for the information of His Grace the Duke of Newcastle. I beg to state there shall be no delay in completing the provisional contracts to enable me to furnish an approximate estimate of the Amount which it will be necessary to provide in this country on account of the Mint of Hong Kong.

I would most respectfully submit for the satisfaction and approval of His Grace, that all Estimates and Accounts should be checked and certified by the Master of the Royal Mint.
